It wasn't as good as the first movie, but it was fun to watch. I guessed one of the major plot points this time, which I wasn't able to with the first movie, and there was a bit too much shaky camera this time around. It was more relaxed though and they were basically taking the piss out of themselves.
No, Picard didn't, but he was trying to get someone to go there who wasn't very knowledgable of affairs outside his own sphere and therefore asked if Picard specifically ran this starfleet academy Picard mentioned the guy should go to.
